blank screen after loading explorer

my laptop had a crash and i sent it for a repair service.. but i receive the laptop with a blank neercs after loading.. im able to load things like internet explorer but im not able to go in 'my computer' or any metsys related folders..

    Call your (so-called) "repair" service. If you paid them money, they should have fixed it.
